AI-based chatbots as enabler for efficient external knowledge management in public administration

This study addresses the pressing issue of staff shortages in German public administrations through the lens of digitalization, focusing on the potential of AI-based chatbots to solve this problem by replacing human labour. Employing a Design Science Research Process (DSRP) methodology, the research synthesizes theoretical foundations and regulatory frameworks to develop a robust chatbot concept. The artifact presented is a comprehensive architectural framework integrating user-centric design, linguistic processing, and regulatory compliance. The proposed artifact navigates complex federal structures and diverse IT infrastructures, promoting accessibility and inclusivity. Implications suggest enhanced efficiency and accessibility in public service delivery for potentially increasing citizen satisfaction and decreasing employee workload. The study underscores the importance of legal compliance and the evolving regulatory landscape in AI deployment. Future research will involve prototyping and evaluating the artifact's performance and applicability throughout the course of the DSRP, thus contributing to the advancement of digital transformation in public administrations.
Der Abschlussbericht fasst die Ergebnisse des Forschungs- und Entwicklungsprojektes 2015/2016 im Studiengang Master of Science Wirtschaftsinformatik (FH Münster) zur Themenstellung "Kryptowährungen und Smart Contracts" zusammen. Das Projekt analysierte die Einsatzzwecke, Potenziale und Architekturen von Blockchain-Anwendungen. Des Weiteren wurden verschiedene Fragestellungen zum Nutzen der Blockchain-Technologie in modernen Geschäftsprozessen und zu den technischen Herausforderungen mittels der Entwicklung zweier Prototypen betrachtet. Der erste Prototyp realisiert eine eigene Blockchain, in der verschiedene Angriffsszenarien durchgespielt werden können. Der zweite Prototyp realisiert eine Clearinghouse-Anwendung in Form einer verteilten Smart-Contract-Implementierung (in Ethereum). Der Bericht vermittelt einen Überblick über Ansätze, Strukturen, interne Abläufe und Rahmenbedingungen aktueller Blockchain-Implementierungen. Die erzielten Ergebnisse verdeutlichen neben dem Nutzen auch die Besonderheiten und Einschränkungen der Blockchain-Technologie.

Die Literatur rund um das Thema Datenverschlüsselung und PGP ist knapp und meist rein auf das Thema Verschlüsselung oder auf die alte PGP-Version 2.6.3 beschränkt. Dieses Buch stellt daher eine Verbindung her zwischen den PGP zugrunde liegenden Verschlüsselungsverfahren und der Anwendung der aktuellen PGP Version 5.5. Es richtet sich in erster Linie an Anwender, die PGP erstmals in betrieblicher Umgebung einsetzen möchten.
In einer Ära technologischer Fortschritte, sich wandelnder Werte und neuer Arbeitsplatzdynamiken hat sich das Konzept „New Work“ als Zukunftsperspektive etabliert. Es geht dabei um mehr als Technologie – vielmehr um tiefgreifende Arbeitsstrukturveränderungen, die Autonomie und Eigenverantwortung betonen.
Das Thema "New Work" hat sowohl in der Forschung als auch in der Praxis in den letzten Jahren an großer Bedeutung gewonnen. Aus dem gemeinsamen Bewusstsein für die Relevanz dieses Themas ist diese kollaborative Studie zwischen dem Science-to-Business Marketing Research Centre der FH Münster und der noventum consulting GmbH mit Beteiligung von 100 Mitarbeitenden in Münsterländer Unternehmen entstanden. Sie erfasst den aktuellen Stand von New Work im Münsterland und findet Antworten zu drängenden New Work Fragen. Die Ergebnisse sind sowohl aufschlussreich als auch nachdenklich stimmend. Trotz der Begeisterung an neuen Arbeitsparadigmen herrscht im Münsterland eine gewisse Unklarheit über „New Work“. Ein einheitliches Verständnis fehlt, was das volle Potenzial hemmt. Die Studie zeigt die Komplexität und fördert Verständnis jenseits der Terminologie. Sie verdeutlicht Chancen und Herausforderungen für Unternehmen im Münsterland im Kontext von New Work. Die Region könnte Vorreiter sein, doch Erfolg erfordert gemeinsame Anstrengung und Offenheit für neue Arbeitsstrukturen.
There are many challenges in identifying and managing a disruptive innovation stemming from the limited knowledge on how it unfolds over time. Researchers have identified early signals and ex ante conditions that indicate its occurrence. However, an analysis from a process view acknowledging the underlying dynamics is yet to be done. By taking a process view within a systematic literature review, we analyse the scattered findings on the process of disruptive innovation to identify events and actions leading to a disruptive effect over time. We challenge the understanding of disruptive innovation as an outcome and the linearity of the process by proposing that disruptive innovation can be understood as occurring through emergent dynamics. These dynamics are constituted by: (a) the timing of entry and underlying processes that influences (b) the synchronization of events and actions and is shaped by (c) the adaptability of strategic actions. Thus, we complexify the concept of disruptive innovation to support the understanding of its unfolding and advance its manageability.
